In general a rifle with a free-floated barrel should be more accurate than one without a free-floated barrel, right? If so, what about a single shot, break open configuration like an Encore, or Handi Rifle? All things being equal, should they be considered a "less accurate" rifle due to the fore end being mounted directly to the barrel?

nope. A barrel that has been stressed relieved is more accurate when floated. a barrel that has not been stress relieved may be more accurate with a barrel that fits up tight to the forestock.
